1st Thematic workshop on Water Allocation and Water Right was held on Dec 5-9 in Hanoi, Vietnam and ended successfully led by Red River Basin Organization (RRBO). 24 participants from 6 countries discussed each session theme actively and got the precious information on current status of water resources management in Vietnam through the site visit. JWA dispatched 3 staffs as NARBO Secretariat and supported the management of the workshop in cooperation with RRBO and ADB.
In advance to the workshop, We had a courtesy meeting with Dr.Pham Hong Giang who is in charge of Vice Minister of Agricultural, Rural Development. Mr.Shindou, Director for International Affairs Division of JWA, introduced the outline of NARBO to him. In response to his explanation, Dr.Pham mentioned his expectation to NARBO activities including this workshop. He participated in the session 3 of the workshop and questioned the presenter actively.
The 1st thematic workshop was consisted of 3 sessions related to issues on water allocation and water right. The themes of each session are as follows.
Session 1: Water allocation issues
Session 2: Water right system
Session 3: Drought management
In the first half of each session, participants made presentations about the status of their countries related to the theme of each session. In the latter half of each session, firstly participants investigate the contents of the “Discussion Sheets” prepared in advance, and then, they finalized these sheets (A part of finalization was remained as assignment after returning their home counties.). These finalized “Discussion Sheets” are the session outcomes of this workshop. Due to them, we can make clear the current status and issues of participants’ countries related to water allocation and water right. In addition, the situation of this workshop was broadcasted by Hanoi Television on 9th, Dec.

Workshop
On 7th, we visited the Hoa Binh Hydropower plant in Hoa Binh Province, which is one of the most important infrastructures in Vietnam. In this field visit, we saw the power generation facilities, the dam reservoir and others. Also, on 8th, we visited the Tac Huong Irrigation Scheme in Thai Nguyen Province, which supplies irrigation water for paddy fields in Thai Nguyen and Bac Giang Provinces. In this field trip, the example of water-related issue (upstream-downstream issues) was shown, so it was beneficial.
