Japan's MLIT is now promoting "Infrastructure Tourism", posting special portal site for this information18 January, 2018

Infrastructure Tourism The Ministry of Land, Infrastructure, Transport and Tourism (=MLIT) has been promoting the infrastructure tourism in recent years. The reasons behind MLIT's promotion are to increase the awareness among us of the necessity of public facilities with pleasure along with the promotion of the regional development. In the portal site they established in January 2016, there are about 300 public facilities listed nationwide including dams, tunnels, bridges, and ports, etc. by region. Nowadays, they are posting the tours organized by private travel agents, and many of those tours include the site tours for the facilities useally not open to the public. In the past, such facility tours were used to be open to the local residents as part of the measures to explain the necessity of the facility. The Japanese government decided to promote the infrastructure tourism in 2013 as one of the measures of their tourism promotion strategy. Since then, Those listed sites have become the tourist destinations for both domestic and international travellers.
MLIT-listed spots include Japan Water Agency's facilities, i.e. Kusaki Dam, Tone Canal, Tonegawa Estuary Barrage, Urayama Dam, and Takizawa Dam in Kanto Region; Kyu-yoshinogawa Estuary Barrage, Ikeda Dam, Tomisato Dam, Shingu Dam and Sameura Dam in Shikoku; Koishibarakawa Dam, Terauchi Dam, Oyama Dam in Kyushu.

Unfortunately, the MLIT portal site is in Japanese language only at present but JWA always welcome international visitors at all times. On the site you can get the dam card of the specific dam, too. At the cafeterias near the sites, you will also have a chance of having the dam curry and rice and some other local delicacies, too.
