‘The Lake Biwa Comprehensive Development Project and
@The Lake Biwa Development Project
The Lake Biwa Comprehensive Development Project is comprised of the Lake Biwa Development Project led by Water Resources Development Public Corporation(Present Incorporated Administrative Agency Japan Water Agency), and the Regional Development Project overseen by the government administration at the national, prefectural and local levels.
The Lake Biwa Development Project, which primarily focused on flood control and water resources development for Lake Biwa, stood as Japan's very first project to feature both development of water resources as well as the respective area.
Moreover, the Regional Development Project was chiefly focused on regional improvement works.

Internal drainage facilities Improvement of the Seta River Weir
Fourteen internal drainage facilities (drainage pumps and sluice gates) were constructed in six areas particularly vulnerable to flood damage in order to drain water from rice paddies and the like that have been inundated in a flood. To reduce the needless outflow of valuable water in droughts, the bypass aqueduct was constructed nearby the Seta River Weir to regulate discharge accurately even at low water levels.

Marine facilities
To prevent flooding on bending
rivers, high-bedded rivers
and the like, engi-neering
projects were undertaken to,
among other things, raise
embankments, dredge and dig
riverbeds and widen rivers.
Rivers To preserve Lake Biwa's
valuable aquatic resource,
ayu (Plecoglossus altivelis),
artificial rivers were made
at the mouths of the Ado and
Ane rivers as spawning
locations for when the lake's
water levels have dropped.
Marine facilities
waterworks harbor, fishing ports
The water intake facilities
were relocated offshore and
additional pumps were installed
to ensure a sufficient amount of
water even if water levels drop
on Lake Biwa.
The mooring wharfs were
engineered and the waterways
and docks, dredged to maintain
the functions of harbor
facilities and waterways
even at low water levels.
