To minimize flood damage around Lake Biwa, lake levees, roads for management, internal drainage facilities and the like have been constructed.

Levees were constructed in low land districts around the lake to prevent flooding of Lake Biwa.

Levees were constructed to freeboard 1.2 meters over the design high water level of +1.4 meters.
Furthermore, creating a large foreshore limited wave height on shore, effectively lowering the height of the levees.

Fourteen internal drainage facilities (drainage pumps and sluice gates) were constructed in six areas particularly vulnerable to flood damage in order to drain water from rice paddies and the like that have been inundated in a flood. To prevent flooding on bending rivers, high-bedded rivers and the like, engi-neering projects were undertaken to, among other things, raise embankments, dredge and dig riverbeds and widen rivers. The Seta River was dredged to increase its discharge capacity to facilitate water flow.
