Disaster recovery assistance with drainage pumps –response against heavy rains in Northern Kyushu 9 September, 2019

The Northern Kyushu area was affected by a disaster caused by the intermittent heavy rains which had started from 27 August 2019. Japan Water Agency (JWA) mobilized its two pumper trucks with five staff members to the disaster-hit areas to prevent further damages and help quick recovery. They installed the pumps for drainage operations at KitagataTown of Takeo City, Saga Prefecture, and Oomachi Town of Kishima County, Saga Prefecture. The installation works finished by 4:45 am on 29 August.
The actual drainage work is being performed by the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) at both locations. JWA is engaged in this disaster recovery assistance in response to the request from Kyushu Regional Development Bureau of MLITbased on the agreement between JWA and MLIT for the mutual exchange of disaster control equipment and materials at the time of disaster.

The agreement between Kyushu Regional Development Bureau of MLIT and JWA on the mutual exchange of disaster management equipment and materials at the time of disaster

Kyushu Regional Development Bureau of MLIT and JWA contracted "the agreement on the mutual exchange of disaster management equipment and materials at the time of disaster" on 18 December 2017. It aims at the reinforcement of the risk management system to prepare for disasters such as an earthquake and a heavy rainfall.
This agreement allowed both parties to promptly and smoothly proceed with the disaster control measures, including the prevention of damage expansion and prompt recovery of disaster-stricken facilities, by mutually exchanging the disaster management equipment and materials.
Also, both parties agreed to mutually dispatch liaison staff to respective disaster control headquarters to share the information on the damage situations, the actual status of practicing disaster recovery measures. These activities allow us to better respond to situations.
Purpose
If natural disasters such as an earthquake or a heavy rainfall or any other unpredicted disasters take place, both parties mutually agreed to exchange the equipment and materials for disaster control purposes, aiming at the prompt recovery of disaster-hit facilities and accelerate the smooth recovery activities from the disaster.
