JWA's Disaster Support Activities against Typhoon No. 15 (Typhoon Faxai) 7 October, 2019

Typhoon No.15 (Typhoon Taxai) made landfall on Chiba Prefecture in the early morning of 9 September 2019, bringing an appalling amount of damage, including the destruction of houses and buildings across the prefecture, a large scale of power failure and suspension of water supply. Against this disaster, the Japan Water Agency (JWA) took part in various disaster support activities such as drainage work support with a mobilized pump truck and lending of power generators.
Here are some examples of our disaster support activities:

Dispatch of our drainage pump truck to Narita City and other places in Chiba Prefecture

JWA dispatched a pump truck, and five staff members to Sougokita Pumping Station managed by Chiba Prefecture on 9 September for the support of the early recovery of Narita City and its neighboring areas that were affected by the extensive power failure caused by the typhoon. At 7:30 pm on that day, drainage operation has begun. At around 1:00 pm on 10 September, power supply was restored, and the pumping station resumed its operation. So the drainage operation came to an end.

The dispatch of a drainage pump truck to Yokoshibahikari Town, Sanbu County, Chiba Prefecture

Since drainage pumping stations in Yokoshibahikari Town of Sanbu County had been unworkable due to the power failure caused by the typhoon, JWA dispatched a pump truck and four staff members to Tobu Drainage Pumping Station in the town to conduct the drainage operation. As soon as the preparation was made, the drainage operation aiming to prevent further damages in the lowland area from flooding and support its prompt recovery was carried out from 9 September.
At 10:30 on 10 September, the operation team moved to Yakata Drainage Pumping Station in the same town and completed the drainage operation there at 9:00 am on 13 September. The drainage operation was conducted by Yokoshibahikari Town staff and JWA staff collectively.

Delivery of 1000 bottles of drinking water to the water suspension areas in Chiba Prefecture

JWA delivered 1000 pieces of 500cc plastic bottles of drinking water to the water-suspended areas in Chiba Prefecture, based on the coordination with the Kanto Regional Development Bureau of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT).

Six units of power generators were lent to Power Outage Areas of Chiba Prefecture

Typhoon No. 15 hit large areas and caused extensive power failure over disaster-affected areas. In Chiba Prefecture, where the typhoon directly landed and severely damaged, the total power outage reached approx. 640,000 households at the peak time of 8:00 am on 9 September 2019. It was the largest natural disaster since the Great East Japan Earthquake.
JWA coordinated with the Kanto Regional Development Bureau of MLIT and lent six units of its power generators to the following areas:
  • Five units to Tako Town, Katori County, Chiba Prefecture
  • One unit to Shibayama Town, Sanbu County, Chiba Prefecture
